At (146) the Governor has written to us about the legislative programme of the Labour Department. Sir A. Galsworthy has given instructions (above 146) to submit to the Minister and Mr. Foggon has commented at
(248). (149)
2. Now that the Governor has executive Council's blanket approval of the programme the way is open to give it publicity, as urged by the Minister last October (para. 6 of record of meeting in Hong Kong at (134) ). The next step is disclosure in the Legislative Council, followed by suitable press publicity (final paragraph of Governor's letter).
3. As advised by Mr. Foggon in paragraph 16 of his most recent report, there seems to be no disposition to rush into legislation on joint consultation or compulsory conciliation; in the case of the former it is proposed to await the results of encouraging the voluntary introduction of such machinery.

4. The Governor has mentioned the delay in recruitment of expert staff. Mr. Goodwin, who is to assist with the legislative programme, left by air for Hong Kong last week-end. There are two candidates in the field for the joint consultation vacancy: Mr. Power (who is adviser to the Mining Employers!
fin-mine com in Malaya) and Mr. vitever smita (ex-C.W.S.). Both are showing keen interest but neither has actually submitted a formal application. There may be difficulty over terms. Hong Kong seem strangely reluctant to equate "advisers" to a higher status than that of Assistant Heads of Departments. We tried without success to get them to give Mr. Goodwin the equivalent status of Deputy Head (i.e. Deputy Commissioner). They must accept the responsibility if an appointment falls through because of inadequate salary terms.
5. A draft reply to the Governor is submitted,based largely on Mr. Foggon's comments.
