Attached is my draft of the letter for Mr. Hall to send to Mr. Gass to give him notice of the labour matters to be discussed with the Governor when he comes to London at the end of April. As we discussed, I have taken the opportunity of enquiring when we may expect comments on Mr. Foggon's report which we sent to Hong Kong last November.
