This bill, it is hoped, will provide machinery for the settlement

of disputes not amenable to voluntary conciliation, This involves a

form of compulsory concilation, procedure for voluntary arbitration

and, in essential services, the notification of disputes, prescribed

limitations on strikes and lock-outs and, where necessary, compulsory

arbitration.

The legislative programme also includes a group of four measures

dealing with holidays and reat days. One is a simple measure to ensure

that industrial holidays coincide with general holidays in the

Holidays Ordinance which was amended last year. The second

contemplates changes in the qualifications for holidays with pay and

improved entitlements to sickness allowance especially for holidays

after long service. The third concerns rest days for women and young

persons in some non-industrial sectors, while the fourth concerns

the provision of a statutory right to a six-day week for adult male

workers in industry and in some services.

The proposed legislation will also prescribe statutory

entitlements for redundancy payments based on length of service and

other relevant considerations.

9. Factory Conditions

Physical conditions in factories in Hong Kong are governed by the

Factories and Industrial Undertakings Ordinance which is modelled on

the United Kingdon Factories Act, Hong Kong Factory Inspectors
