Thank you for your letter of June 30, I am glad that you are pleased with my replies in the House last week about labour reforms in Hong Kong.

I think you will perhaps understand that, inevitably,

quite a considerable time goes by between a decision by a Vinister responsible for dependent territories and the first public mention of it. A good many wheels have to turn, and they take their time - especially during a period of crisis for the territory concerned.

I had tried earlier to indicate to you that I had myself reached the conclusion in the very early days of this year, when I first looked at the problem, that "something must be done".

It will, of course, take some time for the new legislation to be drafted and for the usual machinery to operate. You may be interested to know that we propose to strengthen the Hong Kong Labour Department in the

very near future.
