I beg to acknowledge the letter written on your behalf by
your Private Secretary, and I am pleased to confirm that I am well-satisfied with the statement made by the Minister of State, Mrs. Judith Hart, in the House of Commons on
June 27th 1967.
It is very gratifying for me to learn that improvements in
labour conditions in Hongkong will be pressed forward as quickly as circumstances permit, and I fully appreciate that the present disorders can only retard the progress of any intended improvement.

As you may be aware, I wrote to the Governor on May 23rd 1967, 95) and by a coincidence, received a reply to this letter on June 27th 1967, written on

Beyond replying to Mr. Gass however, have not given this matter any further publicity, as I do not wish to add to the present difficulties of the Administration. I am also enclosing a copy of the letter which I wrote to the Governor, for Mr, Gass' reply should be read in conjunction with this letter. The Commonwealth Office has been informed of both letters.
