(c) C (iv) Illegal Strikes A part of this Bill dealing with picketing and intimidation is being looked at again in the light of experience.
Apart from the above, the rest of the programme was in the pipeline before last May. We will now make what progress we can with it, but it is dis- appointing that we have still not been able to get any extra help for the Department from the UK.
I also attach the Ex. Co. paper on Urban District Officers which went through Council on the
Exhaled previous week. I do not have any comments on it, except

to mention that the opinion was expressed in Council that Unofficial Members might individually associate them- selves with one or other District, and take a special interest in it: an idea I welcomed, and which we will take into account in the planning
We will now take steps to publicize the ideas in both papers probably by contriving adjournment debates in the first instance in both cases, followed by press conferences, etc.
