(a) working hours a day from 10 to between 10 and 8

(b)

working hours a week from 60 to between 60 and 48

(c)

periods of employment from 12 to between 12 hours and 10 hours, excluding permissible overtime.

The second amendment would involve a new regulation to provide for interim arrangements to give an undertaking sufficient time to comply with the standards of hours prescribed in an order. The Commissioner of Labour would be empowered to exempt any undertaking from the provisions of an order for a period not exceeding six months after the date of the publication of the order if the undertaking applied for such exemption. A similar regulation was included in the Factories and Undertakings Regulations, 1958, to allow for a period of adjustment during the first six months of 1959.

The proposed amending regulations, referred to in paragraph 8 and 9 above, must, in accordance with section 7 (3) of the Factories and Industrial Undertakings Ordinance (cap. 59) be submitted to the Governor and be subject to the approval of the Legislative Council.

According to the most recent information available to the Labour Department the industries in which women at present work only on an 8-hours day are listed in appendix A. The mumber of women employed in each industry at the end of 1966 is also given. It is proposed to make a statutory order for these industries as a first stop.

The position in other industries will be examines in detail before further steps are proposed. No other statutory orders will be issued until the Labour Advisory Board has had an opportunity of advising on any further action which might be contemplated.

Members will be asked to advise if they approve

(a) the general proposals to reduce in selected industries

the hours of work of women and young persons as set out

in paragraph 6

(8) the proposed amendments to the Factories and Industrial

Regulations as set out in paragraphs 8 and 9

(c) the making of an order to reduce hours of work to 8 a day

and 48 a week in those industries listed in appendix A (a) the subsequent action proposed in paragraph 12.
