I have placed under, the letter and copy memorandum recieved from Mr. Greenhalgh. As you can see, I have briefly acknowledged his letter.

2. I agree with you that Mr. Greenhalgh's final paragraph of his letter at (59) seems a trifle unnecessary but I am not sure, looking through the various letters, that we have given hin an unequivocal assurance. As you will see, if you look at the draft letter I prepared

(Flag X) before the recent exchanges used I sought there to show our commitment to an 8 hour day for all women and young persons in Hong Kong industry. There have been previous references to standards in other Asian countries in correspondences from Mr. Greenhalgh going back over a long time, e.g. the letter at (38A).
