Late in 1965, the labour inspectorate was given the additional responsibility of enforcing the provisions of the Industrial Employment (Holidays with Pay and Sickness Allowance) Ordinance. This involved some administrative re-organization of the inspectorate whose nominal strength was 22. There were a few vacancies.

The policy of enforcing the regulations on hours of work for women and young persons was reviewed early in 1966. The previous policy was, except for serious offences, to issue warning letters for a first offence and to prosecute for a second offence regardless of the numbers involved. The revised policy was to issue warning letters when the numbers involved were small but to prosecute when the numbers exceeded five even for the first offence. From the statistics already provided it will be noted that, although the number of prosecutions fell in 1966, the number of employees involved did not fall proportionally. No records were kept of the number of warning letters issued in the first quarter of 1966, but 2,754 were issued in the last three quarters in accordance with the revised policy.

The drop in prosecutions occurred mainly during the period of re-organization in 1966. Prosecutions subsequently rose. For the first quarter of 1967, they totalled 289 of which 287 involving 2,336 persons were successful.
