4. Against this background we agree that
hours of work for women and young persons must
have priority and that approach on general lines
described in your paragraphs 4 and 5 would be
acceptable subject to the following modifications
(a) Immediate stándard 48 hours week where
this is general practice or where it is
common but not universal practice, with
provision for overtime up to a maximum
of 12 hours per week for a period not
exceeding six months, and thereafter a
maximum of say six hours per week up to
a total of 100 hours per annum in not
more than 26 weeks in the year.
(b) Phased programme for all other industries
for reduction of the standard working
week and overtime to same level as at
(a) should provide for an immediate
day
reduction to 8 hours but with phasing
applied to extending periods during which
extra overtime may be worked.
5. Effect of these proposals would be to establish
a standard working day of 8 hours for women and
young persons with varying periods allowed where
necessary for adjustment and adaption by employers.
We should not like to see phasing of overtime to
continue beyond end of 1968, i.e. at end of
transitional period we should like to see an eight
hour working day for all women and young persons
in industry plus maximum of 6 hours overtime a
week up.to a maximum of 100 hours per annum.

We are in agreement with Governor that this
may be psychologically the right moment to fake news svepp on
Sardines pero of labour legislation.
