We understand your view to be that there could be agreement on paragraph 4(a) but that (b) would be unacceptable in its present form.

Discussions with Hetherington seemed to suggest that a more promising approach and one which avoids an immediate impact on wage levels would be a phased reduction in hours of work to 48 per week for all women and young persons employed in industry over a period of two or three years with adjustments to permissible overtime.

We would be prepared to consider this alternative if the phasing was the subject of a firm agreement, embodied in the legislation. Minister would like to discuss this with you and other aspects of improvements in labour conditions referred to in telegram under reference.
