5. I realise that it is a very tall order to produce all this information at short notice, and that some of it can be devilled out from published sources, such as the Hong Kong Annual Report (the latest we have is 1964). There would, however,

clearly be considerable advantage in letting Mrs. Jager have this factual material just as soon as we possibly can, and it is I think for consideration whether a visit from a senior official of the Labour Department, who could speak authoritatively both to the AFL/CIO and to the Department of Labour, might not be well worth while at this juncture. Alternatively it might perhaps be possible to brief Hermann in depth on these points, but I am inclined to think a special visit from a labour expert might be better.
