Dear Minister,

I note that you have recently replied to a question relating to the hours of work for women and young persons in Hong Kong, that 'the Governor has amending legislation under consideration'. (Hansard 4th April).

In view of the fact that you told me in confidence, that new legislation would be enacted 'in two weeks time' (this was on February 16th 1967) and that Fred Lee told a delegation of British textile and garment workers leaders 'that he expected that new labour legislation would be introduced in Hong Kong during this summer (this was on June 21st 1966) you will appreciate that I am beginning to wonder if the visits I have made to your offices have not been a sad waste of time.

Having written to you on March 22nd 1967 and having received no reply, except for the usual acknowledgement, I now feel that I have fulfilled my obligations as a loyal member of the Labour Party.

The Annual Conference of the United Textile Factory Workers Association will be held in Blackpool, April 27th, 28th and 29th 1967, and I am required to report upon the activities of the above International Federation.

It is with profound regret that I must inform you that I no longer consider myself as having to keep confidential, a statement which was just not true, and that I intend to report my efforts on behalf of the workers in Hong Kong in a factual manner, even if this does not reflect any credit upon a Department of a Labour Government. This will be a prelude to giving world-wide publicity to this aspect of my work.
