I am sorry that you have not had an

earlier reply to your letter of 22 March about

hours of work in Hong Kong. Your letter has,

however, been awaiting my return from a visit

to New York, Bermuda and Bahamas.

paragraph of your letter about our meeting of

16 February

I think that what I said/was that the

Hong Kong Government proposed to disregard the

report of a Working Party consisting of

representatives of employers' organisations under

the Chairmanship of the Commissioner of Labour

which recommended against legislation for a further

reduction of hours at this time; and that it

proposed instead to support recommendations made

in a minority report, by the Commissioner of

Labour, to make statutory orders for reduced hours

of work in selected industries. I then went on to

say that the drafting of a memorandum for

presentation to the Executive Council was nearing

completion and that the memorandum would probably

be put to the Executive Council in about two

weeks' time.
