Your savingram No. 538. Hours of work for women and young persons.
I am glad Executive Council have approved reference to the Labour Advisory Board on the proposed amendments to the factories and industrial undertakings legislation but while this is a useful first step you will appreciate it will do no more than give legislative expression to existing situation and will not of itself bring about the general improvement in hours of work which is object of our policy. These proposals have now been under consideration for more than eighteen months and I am most anxious that amending legislation should be introduced without further delay.

Would it be possible, for example, for the proposed amendments to be referred to the Labour Advisory Board in the form of draft legislation by the end of April with approval by Executive Council and enactment by the Legislative Council by the end of May? I very much hope that this could be done. In any case I would be grateful for a firm time-table for the introduction of this legislation.
3. I appreciate your difficulties but I attach considerable importance to being able to give assurances here about the date when this long delayed legislation will be introduced.
