I am glad to note that Executive Council
have approved the reference to the Labour
Advisory Board of the proposed amendments to
the Factory and Industrial Undertakings

While this is useful first step it will
do no more than give legislative expression
Existing to the situation which at present exists and
will not of itself bring about the general
improvement in the hours of work of women and
young persons which is the object of our policy.
I am therefore anxious that these amending unication
regulations should be introduced with the
minimum of delay and I should be grateful
for an indication of the time table which you
propose to follow, bearing in mind that these
particular proposals have already been under
consideration for more than eighteen months.
Could we for example envisage a draft of
the regulations in proper form being placed
