I have written a separate letter to
you in reply to your letter of the 10th

April about hours of work for women and young
persons in the Hong Kong textile industry.
I am, however, sending you this separate
and confidential note for your own information.
I should like you to know that I feel
very strongly on this subject and have every
intention of continuing to press the Hong
Kong Government to bring about an improvement
in working hours for women and young persons
in industry generally. I am in communication
as you know, with the Governor/ but we have not yet
reached a stage where a public statement
I can only tell you now that
can be made. Ci
I shall not be content until all women
and young persons in Hong Kong industry
enjoy an eight-hour working day. I have
no illusions that this can be done quickly,
but I hope that we shall be able to make a
start at least within a very short time.
I naturally hope that nothing will be said
on the 27th April which will make our task
more difficult.
