This file was previously circulated with the minute at (49). The telegram at (50) subsequently issued and we now have the Governor's reply at (51). A reply to
Mr. Greenhalgh's letter at (42) (flagged 'L' is still outstanding and I am re-circulating the file with the two drafts below this minute.
The se drafts are in effect a re-hash of the drafts previously submitted but slightly amended as a result of the telegram at (51). I am submitting two drafts (one confidential and one open) in accordance with the suggestions
in paragraph 4 of Mr. Foggon's minute at (47). I am however rather doubtful whether the confidential draft is worth sending. On balance, however, I suggest that it is.
