As promised at our meeting at the Town Hall last Friday, 2nd December, I enclose the outline of the dealings with the Commissioner of Labour, Hong Kong.
To summarise our conversation, the powers of the Commissioner of Labour are clearly set down in the Ordinance, an extract is enclosed, there is no mention of the termination conditions other than they must comply with Part II 5. (2)G.
We have pointed out to the Commissioner the unfairness of the contract and have made numerous requests that he amends the termination clause 14(b).
The reasons he sets down in his letter of 14th September under Article 12 of the International Labour Organisation Convention No. 64., confirms our submission that "an equitable settlement of monetary and other questions". Yet he still refuses to either reply to this letter, or inform us of the Section or Paragraph of the Ordinance he relies on for his authority.
It has been pointed out by our agent in Hong Kong that under the "Conditions Governing the Issue of Permits" printed on the Ministry of Labour permit Condition No. 6., it states "This permit is valid only for the particular employment for which it
