Dear Mrs. Jeger,

Thank you for your letter of the 26th October, together with the reply you have received from the Commonwealth Office dated 25th October. It has taken a great deal of time to make observations, due to the many misleading and incorrect state- ments such is the skill in which the 'reply' had been composed, by accepting one paragraph as true, one is obliged to reject the rest.

Never at any time was there a question of 'a misunderstanding', had there ever been a case for this consideration, it would have been clarified in the course of correspond - ence between Hong Kong Commissioner, our agents and ourselves. Without quoting the many letters, the latest date that the case for 'a misunderstanding' can be considered is September, 1966. I will refer to this again when dealing with paragraph (3).
