I am sorry that I am not yet in a position to let you have a substantive reply to your letter of 13 November with which you forwarded some lengthy comments by Mr. Burns on my earlier letter to you,
The fact is that Mr. Burns has made a number of serious complaints which we are looking into very carefully and it has been necessary to consult the Government of Hong Kong about some of the points raised.
I will let you have a full reply as soon as possible.
