Hong Kong Government Requirements: Contracts for the overseas employment of Hong Kong alien workers: Obligation of employers to bear expenses of repatriating workers.
You may remember that over a long period of time we have been in correspondence, through various M.P.s, with Mr. Raymond Burn of Oriental Domestics Ltd. The burden of his complaints has been that the Hong Kong Government requirements are unfair to employers by imposing certain obligations on them, even when unscrupulous workers terminate their employment contracts prematurely. He has complained that where this happens an employer can neither recover the expenses he has incurred in bringing the worker to this country, but that he also has to bear at least part of the worker's repatriation expenses.

We have drafted a reply to Mr. Burn's latest representations which were sent to us by his M.P. on 13 November, 1967. Before putting this draft reply to the Minister however, we wish to satisfy ourselves that our
In understanding of the legal requirements are correct. paragraphs 2 and 3 of his memorandum to me dated 7 March, 1968 Mr. Carter has highlighted what appeared to us to be the fundamental issues which are causing difficulty. I should be grateful for your comments and advice on the issue. raised by Mr. Carter in those paragraphs.
