Mr. Beattie

The Private Office have asked that the letter

from Mr. Wells, M.P., should be returned to them with

the file by today.

2.

I regret that more urgent work has so far prevented my advising on this. The Hong Kong Government have asked that an Order in Council be made extending the United Kingdom Copyright Act 1956

to Hong Kong as part of Hong Kong law. When the Order has been made, they propose to pass legislation to supplement the 1956 Act as extended but they cannot do so until the Order in Council, on which I am

to advise, has been made. It will be necessary for me to do a certain amount of research into copyright

law and to examine the various Orders in Council

extending the 1956 Act to other dependent

territories. This will take a little time.

3.

Will you return the papers to me as soon as possible as I may be able to look at them tomorrow.
