We have now prepared a draft despatch to the Governor of Hong Kong, based on the legal opinion tendered by Mr. Oxley following two meetings that he had with the Assistant to the Hong Kong Law Officers, Mr. Hobley. Mr. Davis will no doubt have told you of the meeting we had with Mr. Hobley in this Department.

The draft, a copy of which I enclose, is necessarily incomplete as it stands. My Department cannot be expected to comment on the political aspects of the matter and I have therefore sent a copy to Hong Kong Department for their comments and amendments. I should however be grateful if you would consider the draft in terms of your Department's interests.
