I have only two comments.
In connection with
paragraphs 10 and 11 of the draft, I do not think we know that Rediffusion have refused to establish relay from community aerials. The Company's power to prevent the development of that system could be said to be contrary to the public interest only if the Company will not develop that system.
2. I observe that, in paragraph 13 of the draft, we do not ask for an assurance that the fact that
