I am grateful for the draft despatch. accept that the matter has reached a stage at which it is appropriate that this department should take
over responsibility.
2. With Mr. Gaminara I have studied these papers carefully. While there appears to be a strong case for the Governor going ahead with his proposals, I would wish to see that case clearly and accurately put and one or two aspects clarified (e.g. the Hong Kong Government's view of any claim by Rediffusion to damages) before submitting to the Secretary of State. I have therefore revised the draft despatch and recast it as a saving: we can close the matter with a despatch after submission to the Secretary of State.
3. I have been pressed for time in drafting and I am therefore passing these papers through Mr. Gaminara who will no doubt remedy some of its deficiencies.
It would be helpful if Mr. Oxley and Mr. Stewart would thereafter cast their eye over it. In the light of their comments Mr. Gaminara will, in my
absence on leave, see to its issue.
