their views on the appointment of Unofficials to the Executive and Legislative Councils, we should not enter into any discussion with them at all on this subject, since it is frankly not one which we could recognise as falling within the purview of a professional body such as the Bar Association. I think, too, that we shall probably find that in this matter they would simply be acting as an additional mouthpiece to convey to us the views of the Reform Club, which we have heard
so often.

6. My proposal is, therefore, that Lord Shepherd, accompanied by Mr. Roberts, Sir J. McPetrie,
Mr. Rushford or Sir Arthur Grattan-Bellew, and by
Mr. Gaminara, should agree to see Mr. de Basto and his colleagues during the first or second weeks in August. If Lord Shepherd agrees with this, perhaps you could also confirm with Mr. Williams that the Secretary of
State would be agreeable with this procedure. It would be most helpful if you could kindly clear this before Mr. Roberts comes to the Office on Thursday of this week, so that we can settle various matters of briefing, etc. with him. We would also propose to telegraph to the Governor and let him know of this request and how we propose to handle it.
