I have attempted a draft to Mr. Fisher from the Minister of State. It is based mainly on the enclosure to Hong Kong despatch 2432 of 26 October 1966 (Fed 36/400/06) which Hong Kong sent us to help with our reply to Mrs. Elliot's representations to the Secretary of State. Other sources are the the report of the Urban Council for 1966/67, the report of the Commissioner of Police for 1966/67 and cuttings from Hong Kong papers.
