enclosures nother letter to Mrs. Elliott
names specific individuals in the Resettlement
Department as being guilty of corruption.
have not thought it appropriate to pass this letter on to you. Instead we have told Mr.
Fisher that the writer of this letter should
forward the evidence he has to the appropriate authorities in Hong Kong when the matter will then be investigated.
