A Bill amending the existing Prevention of Corruption Ordinance has been introduced to the Legislative Council recently. The Bill seeks to widen the scope of Section 3 of the Ordinance so that it will be applicable to acts in connection not only with a definite transaction but also with a transaction which is only a contingency and which may never take place. I have no objection to your conveying this information to Mr. Fisher.

Consideration is also being given to amending the Prevention of Corruption Ordinance further in the light of recent visits to Singapore by the Chief Superintendent of Police, Anti-Corruption Branch and a Crown Counsel, and to Ceylon by the Attorney General. A working party is in the process of drafting a new Bill with stronger and more searching provisions than presently exist. I have no objection to Mr. Fisher being informed of this in general terms, but the outcome is at this stage unpredictable, and I would not wish Mr. Fisher to be misled.
