I am afraid that the generality and vagueness of Mrs. Elliott's allegation make investigation difficult, but there are some points on which it is possible to comment.

With regard to the anonymous letter from "A supporter of Good Law and Order", an exact copy of the paragraph describing the corrupt activities of Court Bailiffs has already been received by the Anti-Corruption Branch from Mrs. Elliott with a covering letter in which she claimed she knew the name and address of the informant which she would only disclose provided her informant, who had been a drug addict, was immune from arrest and a charge of addiction and possible possession of drugs and the further implication was given verbally that such immunisation should be permanent both at the time and in the future; these conditions were unacceptable. She has accordingly been informed that the allegations would be investigated and she was asked to persuade her informant to come forward, under secure conditions, so that the matter might be explored thoroughly.

In a postscript to the letter mentioned in the paragraph above she mentioned a teacher's father-in-law, who, she alleged, was moved from the Judicial Department because he would not join in corruption. Should she be prepared to divulge the name and particulars of this teacher and father-in- law the matter will be investigated. I have not approached her direct as this allegation has been received by you.

The gist of the second letter "Corruption in Resettlement Department" is contained in a letter already received by the Anti-Corruption Branch from Mrs. Elliott. She has been informed that the allegations would be investigated provided that more details were available. She indicated that she would contact her informer and persuade him to come forward but he has so far not done so.

With regard to Mrs. Elliott's allegation about the Hawker Control Force, it is true that in June 1965, a sergeant in the Hawker Control Force did make an admission to the Anti- Corruption Branch and mentioned other non-commissioned officers in the Force. A full investigation was undertaken and it was on the advice of the Attorney General that only the sergeant wasṛ. charged. The matter was reported to the Urban Council in
December. 1965.
