Your Excellency,

I paid an informal working visit to the Hong Kong Police Force from 5th-11th October, 1967. The Force was last inspected in January, 1964, by the then Inspector-General of Colonial Police, Sir Ivo Stourton, C.M.G., O.B.E.

I stayed throughout my visit with Your Excellency at Government House and I am most grateful to you not only for the kindness and hospitality extended to me but also for the opportunities you afforded me for detailed and informative discussions on the Hong Kong Police and the current Security situation in Hong Kong.

I had discussions with the Hon. the Acting Colonial Secretary, Mr. D.R. Holmes, C.B.E., M.C., E.D., and with the Commander British Forces, Lieutenant-General Sir John Worsley, K.B.E., C.B., M. C., and attended meetings of the Heads of Department dealing with the Security situation and of the Security Committee at which the Political Adviser, Deputy Colonial Secretary (Special Duty), Defence Secretary, S.L.0. etc. were present. In addition, I had a number of ad hoc meetings with the Commissioner of Police and all his senior officers and with the Local Inspectors' Association.

I visited all Headquarters Branches of the Police Force, District Headquarters on Hong Kong Island, Kowloon and the New Territories, all the POL/MIL operations rooms, the Police Training School, Aberdeen, the Police Training Contingent, Fanling (where I saw Riot Control exerciees and examined equipment), the Frontier Division (by helicopter) and the Marine Police (launch tour of Lantau area, Tai O Police Station etc.).
