Notes on Points to be raised by Local Inspectors Association

during Meeting with Mr. M.J. Macoun. C.M.G.. O.B.E., B.A.

Purpose

(b)

Improvement on conditions of service :

(i)

To provide more married quarters for local inspectors.

The present position regarding married quarters is explained under the

'remarks' column'.

(ii) Advice on possibility of working a 5 day

week as in U.K.

(c) Formation of a Police Federation.

Remarks

Government has agreed in principle to house all junior officers and the current programme has this in view.

However, this is not included under their conditions of service.

At the present time part of the programme has been completed and is proceeding smoothly. It is anticipated that the whole programme will be completed within 3 - 5 years, meanwhile the whole question regarding Inspectorate accommodation is being kept in view and a further programme may be drawn up subject to prevailing circumstances.

The following figures show the present situation regarding the housing of local junior officers :-

To elicit the present position in regard to the proposal for Police Federation.

Hours of work

This is the first occasion on which this item has been raised. are governed by Hong Kong Government Regulations which stipulate that indoor and outdoor staff will perform 44 and 48 hours per week respectively. Under the Police Force Ordinance, Police officers are deemed to be always on duty when required to act as such within the law. No circulars or information have been issued by Colonial Secretariat recently on this subject and any variations in days or hours of work would have implications involving salaries, working conditions, and establishment.

The possibility of forming a Police Federation was first considered in 1960 but at that time little enthusiasm was shown for the proposal. The matter was revived in 1965 when discussions on the question of the principles on which a Federation should be based were considered. The matter has since advanced and a set of rules were drawn up and circulated to District Branch Commanders whose views are now being considered following which the draft will be made available to the Local Inspectors Association for their perusal and comments. This is a very complicated matter which will necessitate a long drawn out study.
