responsibilities as defined in (i).
To fulfil this role the Commissioner has drawn up proposals for the re-organisation of the Frontier division and an increase in the size and responsibility of the Police Thuising Contingent.
In lieu of the creation of a no Frontier Force the Commissioner has recommended expanding the Police Training Contingent from 4-8 companies.

With regard to the improved arming of Police in the Frontier area the Commissioner is considering the adoption of the 'Colt Stendard Weapon System' which has been developed from the .../15 ifle.
Part. Force Expansion
10.
The present plan is to expand from the existing establishment of 11,600 to an establishment of 13,100 in 1972/73.

The provision of 28 Riot Supression Companies, each comprising four platoons, plus 50 Light Striking Forces each of helf platoon strength has been agreed and will be formed when the necessary equipment arrives and the strength of the Force reaches its establishment.

The Commissioner is examining the present position with
a view to possible changes in the rate of expansion.

On 1st November, 1967, the monthly Police Allowance of 40 payable to Rank and File was increased to $140 and at the same time the 115 daily D.E.F. hard-lying allowance was withdrawn.

The Commissioner has requested and consideration is being given to incorporating the monthly allowance into the pensionable emoluments of the Rank and File.
15.
There has been a marked decrease in the incidence of resignations since last year.
16.
The Commissioner is examining your suggestions concerning the contractual liabilities of the Force in detail before he makes his recommendations. The concept of liability to serve for a fixed. term of years is entirely new to Hong Kong and any removal of the right of the Rank and File to resign at a month's noticerefore
