Your recommendations on this aspect have been adopted and with effect from 1st November, 1967, staff duties in Colony Police Headquarters werc divided between an Operations Wing and an Administration Wing, each under a Deputy Commissioner. Consideration is now being given to the creation of certain additional Staff Officer posts at support level mainly in the Operations Wing, and to extending this staff duties to District Headquarters.

The provision in 1968/69 Estimates for Police Force Telecommunications equipment covers the deficiencies in radio pack sets and mobile sets observed Puring your visit.

Your enquiries into unorthodox riot control agents used in the U.S.A. revealed that there would be little advantage in their introduction into Hong Kong. Nevertheless, it is the intention of the Force in conjunction with the Army to test a few samples which may be useful in a restricted role on the frontier. The use of tranquilliging darts is also being examined.
