You will recall that at the Under Secretaries Keeting on Monday we discussed Hong Kong's proposal to introduce the death penalty for possession of bombs, explosives, etc. (Hong Kong telegram No.1310).
2. It was agreed that we should write to the Governor preparatory to
submitting this question to Ministers. I enclose a draft on which I would be grateful for your early views (we hope to get this in tomorrow's bag).

I am sending a copy of this letter and enclosure to Kan Neale (Rhodesia Political Department) for his views on paragraph 4 of the draft. It is not a point we would wish to make if there is not a difficulty for Kinistero
