Death Penalty for Bomb Outrages
Since my Telegram No. 1393 the bomb
campaign has continued to be aimed at general disruption rather than causing injury and there has been less public pressure for the death penalty for bombers.

Executive Council was consulted yesterday and Mr. Y.K. Kan, who originally proposed the death penalty for "crimes involving bombs", took the line that the present situation did not warrant such a step. He was supported in this by other Chinese unofficials and I therefore decided to keep the death penalty proposal on ice until further notice.
