I would like to revert to my brief mention to you of matters worrying our Hong Kong Branch and to the documents which I subsequently sent you.
Our members were very pleased to learn locally that you had discussed the matters raised by them with members of the Hong Kong Government and Judiciary, and I have since been informed that the Government has made concessions on two points, viz.
(1) that in future legal aid will be granted in all District
Courts to all persons accused and charged of offences for which, under the Emergency Regulations, they would be liable to be sentenced to more than 5 years imprisonment;
(2)
that persons detained under the Emergency Regulations
would be entitled to be informed of the reasons for their
detention, subject to the overriding considerations of security.
Representations have now been made to us about the New
Public Order Act, which was passed through Legislative Council
