Near Brighty.

I write in reply to your letter of 5th February enclosing copies of the petitions from the Reform Club of Hong Kong and from Mrs Elsie Elliott concerning the Public Order Ordinance 1967, and to say that The Queen approves that the reply to the petitions should be that they have been laid before Her Majesty, but that the Secretary of State was unable to advise Her Majesty that the petitions should be granted.
