BACKGROUND

The I.S.D. teleprinter service to newspapers was first established

in October, 1960 with seven subscribers Reuters, wah Kiu Yat Po,

Sin Poh Amalgamated (H.K.) Ltd., New Life Evening Post, Radio Hong

Kong, Rediffusion (H.K.) Ltd. and Hong Kong Commercial Broadcasting

Co. Ltd.

From the outset it was agreed that the Information Services

Department pay the Telephone Co. Ltd. the full annual rental quarterly

in advance and recover payment from each newspaper subscriber afterwards.

Only on this basis would the Telephone Co. agree to install the

teleprinter receivers. D.I.S. pays the rentals to the Telephone Co.

out of the I.S.D. expenditure head Head 39, Sub-head 4(2) "Teleprinter

Services" and all recovered payments go to a general revenue head

This method of payment has worked well up to the present.

3. The number of subscribers to the I.S.D. teleprinter service has

now increased to 41, with 47 receivers in use.
