ESTRICTED
Addressed to Commonwealth Office telegram No. 110 of 25 January. Repeated for information to Peking.

My telegram No. 20 (not to all): G.I.S. Teleprinters.
On 13 January Wen Wei Pao paid the outstanding rental up to 15 January. On 16 January a representative of the Hong Kong Evening News called on G.I.S. and subsequently agreed to pay rental outstanding until the date when the paper closed down. The removal of the teleprinter itself from the paper's offices also took place without incident on 17 January.
Major outstanding point is now, therefore, the question of payment for teleprinter by Hong Kong Evening News during period between closing down of the paper and 16 January. They owe Hong Kong dollars 1,847.34 for the period 21 May to 16 January. On 19 January they paid Hong Kong dollars 350 of this outstanding account as a first instalment and have promised to pay another instalment of Hong Kong dollars 350 later. They have asked for the balance of Hong Kong dollars 1,147.34 to be waived. We do not intend to press for payment immediately, but on the other hand we are not prepared specifically to waive the claim.
3. Our belief is that Wen Wei Pao will now make the payments in the formal way, as the other Communist newspapers are doing: the full teleprinter service to them has now been restored and they obviously find it useful.
