hardcore communists but many of the hooligan
elements who take advantage of the disorders,
as being a suitable cover for their own violence
and destruction;
it would probably deal a shattering blow to the
local left-wing morale, which is already at a low
ebb as a result of prescnt Police activity against
left-wing premises; and
it would deprive the communists of their major
communication link between the leadership and the
"masses".

Disadvantages of Action ·
a)
The circulation of the communist press has
dropped to well below the pre-confrontation
level and evidence to hand suggests that the
communists realise themselves that their
repetitive anti-Government propaganda is being
counter-productive
b)
any action, to be effective, must be against all
remaining commuriist papers therefore repercussions
c)
will be greater than a move against one or two of them;
if the remaining six newspapers are closed the communists
will try to step up other propaganda media i.e. nowo-shoots,
posters etc. Distribution problems are likely to inhibit
the use of these, however;
