The enclosures to this letter are copies of papers which have been sent to us under cover of a personal letter from Holmes, the acting Colonial Secretary in Hong Kong. The papers are Hong Kong Special Branch appraisals of the situation relating to the activities of the communist press in the Colony. Hong Kong havo decided that they muat again look at the question whether action against some of the remaining communist Chinose newspapers would not now be timely. The intial examination of this matter in Hong Kong will take some little time and the papers are being sent to us purely for inform tion at this stage; they are also intended to provide background information for any telegraphic correspondence on the subject which may become necessary at a later date.
2. We have not as yet given any close consider tion to these papers and the situation romains generally as indicated in our telegram No. 2007 of 2 October to Hong Kong. lowovor, you will no doubt have seen Hong Kong telegrams Nos. 1612 and 1715 concerning action being taken against the Youth Garden Weekly. This particular case comes before the Court on 22 November and it will be interesting to learn the outcome.
