Action against the communist schools is being considered

at the moment. If this action were to be taken in

conjunction with action against the press China would

be certain to regard this as a two-pronged attack on the

propogation of communist ideological thought, and

react violently.

Arguments can always be produced against the timing of

any particular action but it would seem unwise to suggest

this action when the Foreign Office is attempting to

improve relations with China.

RECOMMENDATIONS

Whereas it is thought that action against the communist press

remains highly desirable in the near future it is not considered essential

that this action be taken now to maintain law and order in the Colony.

It is recommended that the problem be reviewed frequently in light of

current situation.
