Addressed to Foreign Office t elegram No. 299 of .

3 December. Repeated for information to Hong Kong.

My immediately preceding telegrams.

Although this interview was a severe disappointment, I am sure that it would be a great mistake for us to respond by reimposing movement restrictions on Chinese in London.

The result would certainly be Chinese retaliation here, perhaps in more severe form, with consequent loss to already lowered staff morale. It would also put us right back to square one abandoning progress toward normalisation which has been made. I therefore strongly recommend against reimposing of restrictions.

Foreign Office pass Priority Hong Kong 144.
