Your Department agreed with Bill Gaminara a draft submission to our Ministers on action against the Communist Press in Hong Kong. I thought it desirable, in view of the recent appointments of my Minister of State and my Secretary of State, who lack the necessary background, to revise this. I enclose a copy of the revised submission.
I shall be grateful if you will look at this urgently and let me know, preferably by telephone, if you wish to suggost any amendments. I would like, if possible, to submit this by the close of play today.
