Sir Arthur Galsworthy discussed this with me.
He agrees with the recommendations in the paper, but has suggested an amendment to the first paragraph of the draft to amplify the words "if necessary". When Sir David Trench was over here he said that the use of these words "if necessary" when conveying decisions to Hong Kong did not always make it clear what the "if necessary" referred to. We explained to Sir David Trench that the necessity was to be judged in terms of the situation in Hong Kong itself. We have therefore proposed to the Foreign Office a revision of the first paragraph of the draft to make it clear that "if necessary" relates to the situation in Hong Kong. The Foreign Office (Mr. Bolland) are sending forward the proposed amendment. We shall of course let the Private Office
