The second case involves an officer of the Commerce and Industry Department who has sought approval under Establishment Regulation 412 to take civil action against the Ta Kung Pao for libel. I am advised a good case lies and I propose to approve and to authorise financial assistance to the officer under E.R. 531.

A similar application by a police officer to take civil action is, I understand, likely to be made.
