We accept your view that current situation demands
action now against the Press; but we are doubtful whether
action against the independent newspapers would curb
activities of leading Communist Press. It appears to us
almost inevitable that any measures taken against former
would lead very quickly to need to consider similar measures against the latter, particularly if material which had formed the subject of legal action against independent newspapers appeared in identical or similar form in the
leading Communist Press. However you have no doubt taken
such considerations into account and, on this assumption, we would support action as in your paragraph 6.
