It seems likely that the Communists appreciate the extent to which our hands are tied as a result of the Peking hostages and will take every advantage of it. My problem is not only to maintain the confidence of the generality of the population in Government's control of the situation but equally to prevent an excess of confidence by the Communists (of which there are some indications) because of any apparent weakness in that control.
